World Heritage Listing Needed to Protect Sydney Harbour Including North Head

Community opposition to a controversial development at North Head has prompted Manly MP Mike Baird to call for a World Heritage listing to protect North Head and potentially Sydney Harbour.

Mr Baird proposed the listing at a ‘Penguins Not Police’ community forum held last night at Manly Life Saving Club.

“North Head is one of the most precious environments in the country and yet the Federal Government is planning a $21 million redevelopment of its police college at Spring Cove, which will cause irretrievable environmental and historical damage.

“North Head has outstanding natural significance and deserves more protection. It is home to the endangered colony of Little Penguins, long-nosed bandicoots and Spring Cove is Sydney Harbour’s only aquatic reserve. Whilst we have a national listing, we believe this should be further strengthened.

“A World Heritage listing for North Head could logically be extended to Sydney Harbour to ensure it is recognised as a vital area that must be cherished. It would also allow the area to be protected as a whole rather than fighting many battles on many fronts.”

Mr Baird said Sydney Harbour also fulfils several of the selection criteria for World Heritage listing including its natural beauty, testimony to Aboriginal cultural traditions, important natural habitat for conservation and exceptional buildings in a unique cultural landscape.

“The Sydney Opera House was successfully nominated for World Heritage listing in 2007, however listing iconic buildings without surrounding public land is selling Sydney short.”

Mr Baird said the listing could extend from North and South Head to the Harbour Bridge, encompassing all public foreshore land.

“The proposed redevelopment of the Australian Institute of Police Management College at North Head is a frightening example of how the environment can be taken for granted. The community is completely opposed to turning North Head into a Las Vegas-style complex and yet that is what is on the cards.

“There is no need for this development. The Australian Federal Police (AFP) are currently operating from the former School of Artillery site and that is where they should stay.”

Mr Baird said all 100 attendees at last night’s meeting passed a unanimous motion opposing the North Head development plans, which are currently waiting approval by the NSW Department of Planning subject to the submission of a Preferred Project Report by the AFP.

World Heritage/Penguins
Whilst Sydney Harbour becoming a World Heritage site is a wonderful vision and one we should all work hard towards, it is important the little penguins of Manly and the environment surrounding the proposed development site don't get lost in the greater vision. The current proposed development is an immediate danger. World Heritage should be the longer term goal.

I fully endorse your proposal tho have this unique site right at our doorstep to be World Heritage listed. Peter Garrett should be approached to get his endorsement.

Having campaigned in the past for protection for North Head, I know how the narrowing of focus allows developers to successfully "divide and conquer'" by taking little pieces out of it, one at a time. And I know how exhausting it is to fight so many fires on so many fronts. 
So it makes sense for the harbour to have a "single desk" policy. Whether it will get the grunt to enact its aims is another thing. The Sydney Harbour Trust is too dependent on government funding to be sufficiently independent. 
 
What I want to know is how the AFP can avoid criticism of amorality over the development application. Expose those who would make such demands on this landscape. Show them in broad daylight. Who are these people? Can they stand and face their opponents in this issue? What is their reason, and their justification, for wanting to become property developers? Is this part of the job description for the AFP?

Heritage Listing - Unsafe?

Spot-on comment today. 
The new NSW Govt laws put many Local Council RESERVES under threat of commercial and residential development. Any Crown Lands except National Parks can be seized and violated by Mr Sartor and his elk. This threat may well apply to Heritage Listed properties and areas! Maybe an extention of National Parks classification is, in part the answer.

AFP college/ Penguins
I think it is important to make it clear that we believe the AFP and all other police agencies are doing necessary and much appreciated jobs. 
 
It might be time to get some sympathetic police on board and to drop the Penguins not Police tag. 
 
The penguins must be protected. Redevelopment of the vulnerable site poses significant risks to the penguins. So the redevelopment should not go ahead.

North Head over development
Residents in our block totally support your proposal. Congratulations. We already have one pending debacle in the proposed housing estate for the end of Osborne Rd. 
It too, will extend to Spring Cove with numerous detrimental environmental effects.
