| Iemma Urged to Reform Political Donations |

Thursday 6 September 2007 Member for Manly Mike Baird has welcomed the Independent Commission Against Corruption’s recommendation that the Government reform the political donation system, however he believes even more change is necessary. “I am very aware that political donations are at a corrosive level in NSW so it’s good that ICAC is calling on the Government to act, yet this is only a small step forward,” Mr Baird said. The ICAC has recommended the Premier consider amending the Election Funding Act so that a developer must disclose any donations made to the party when lodging a development application (DA) with the Minister for Planning. It has also recommended councillors do not participate in decisions on DAs that involve donors and that councillors provide their reasons for all DA decisions. “The ICAC has suggested the Department of Local Government conduct training for councillors on planning matters and corruption awareness, which certainly seems worthwhile. “I believe the Iemma Government should also put caps on donations from unions, corporations and individuals – and at the same time strengthen public funding of candidates. “The ability to buy legislation remains a potential reality today and this alone highlights how serious the issue has become. “It is not that donations are inherently bad – many people donate their time to political parties as a way of being involved. However it is a serious problem when money exchanges hands in order to influence a decision or process. “Significant donation limits, combined with stronger public funding can ensure that the public is properly informed and also confident in the integrity of the political process,” said Mr Baird.
